NTEU Chapter 111 at a Glance

Chapter 111 President Alfredia Clyde, the union representatives and the members know that strength lies not only in UNITY but also in  the words we stand by, but most importantly through the actions we take. Our current leaders took charge of this Chapter over 15 years ago and membership doubled in size and continues to grow. By working together our union gained respect and overcame challenges much more efficiently, that is why many employees ultimately decided to join forces with Chapter 111.

NTEU National Files Grievance on  Opening of Global Entry at Ontario

CBP Failure To Bargain

NTEU has filed the attached national grievance against CBP for violating Articles 13, 26, and 38 of the parties’ 2017 National Collective Bargaining Agreement (CBA), and 5 U.S.C. §§ 7114 and 7116(a)(1), (5), and (8).

On November 30, 2023, CBP noticed NTEU of a new Global Entry Center (“GEC”) at Ontario International Airport (“ONT”). The Notice stated that the GEC would be staffed with officers assigned to ONT. On December 27, 2023, NTEU learned that CBP was staffing the new GEC with temporary duty assignments (“TDY”) from Los Angeles International Airport. NTEU demanded to bargain over the implementation of the GEC, but CBP refused. CBP has violated the contract by failing to provide sufficient notice of a new work unit, improperly using TDYs to staff a new unit, and failing to bargain with NTEU over the setup of the new unit.

To remedy these violations, NTEU has demanded that CBP immediately cease and desist from violating the parties’ CBA and the Statute, make any employee whole if their rights were violated, and provide us with proper notice and an opportunity to bargain over these changes.   Once the bargaining process commences, we will update you.

Term Bargaining Updates and News

CBP and NTEU have reached an agreement  on ground rules negotiation underway 2023

CBP and NTEU exchanged their initial proposals on which articles are open for negotiation.  NTEU has submitted a limited reopener of 11 articles. However CBP has opened 36 articles and the FLAP appendix. click below link to see the articles that are open for negotiations:  once an article is opened by one party, either party may submit counterproposals to those articles. Articles that are not open will be carried over into the next term agreement.
